Overview
Once Hokkaido's wealthiest port and a vital Meiji and Taisho trading hub, Otaru still carries its prosperous past in the stone warehouses lining its iconic canal and the elegant heritage architecture of its merchant quarter. Three and a half hours on foot, beginning at JR Otaru Station, trace the city's most evocative landscapes: the Otaru Canal with its lamp-lit stone warehouses, the cobbled Sakaimachi Street of Taisho-era glass workshops and the famed Otaru Music Box Museum, and the lively triangular market with its display of fresh Ishikari Bay seafood.
From Sakaimachi, the route climbs the 123 stone steps of the historic Foreigner Slope to Suitengu Shrine, a quiet hillside sanctuary opening to a panoramic view of Otaru Port and the wide expanse of Ishikari Bay. The tour is walked alongside an English-speaking local guide who adapts the pace to the weather and the quiet curiosities of each guest, with thoughtful detours to sweets shops, glass ateliers, and lesser-known viewpoints. In winter, when heavy snow can close the Foreigner Slope, a quieter level route brings you to the shrine instead.
The experience closes at Tanaka Sake Brewery (Tanakasyuzou), the only sake brewery still operating within the city, housed in a 1905 stone-masonry warehouse recognised as one of Otaru's historic buildings. Behind its makers' label Takaragawa, the Otaru Bijin liqueur, and the Maho-no-Itteki cooking mirin lies a quiet generations-old tradition. A complimentary tasting at the cellar counter opens with Shiboritate, a freshly pressed unpasteurised sake drawn straight from the cellar, alongside roughly ten other seasonal bottles to choose from. A short guided visit to the production hall reveals how the rice is washed, fermented, and pressed.

❖ Otaru Canal and Stone Warehouses

A short walk brings you to the postcard-perfect Otaru Canal, the 1,140-metre waterway lined with stone warehouses dating from when Otaru was Hokkaido's most prosperous trading port. Saved from demolition in the 1980s, the canal is now the city's most beloved landscape, best appreciated on foot along its cobbled walkway and from the iron bridges that cross it. The guide pauses at the commemorative marker of the former Japan National Railways Temiya Line, the trackbed of Hokkaido's oldest railway, dating from 1880.
❖ Sakaimachi Street

The canal opens onto Sakaimachi Street, the historic merchants' lane and cultural heart of Otaru. Today it houses the famed Taisho-era glassworks, with the elegant lantern-hall of Kitaichi Garasu and the long-established sweet shops that have defined the town's confectionery tradition for generations. The guide walks the full length of the street, pausing at each guest's curiosity: a demonstration at a glass atelier, a coffee at one of the heritage cafes, or a sample of Otaru's renowned dairy sweets.

At the southern end of Sakaimachi stands the Otaru Music Box Museum, housed in a stately Meiji-era brick-and-stone building crowned with an iconic steam clock. Inside, the cavernous main hall holds thousands of music boxes from every era and tradition: antique European cylinder boxes, intricate wooden Japanese craftsmanship, and miniature glass-orb melodies that have made Otaru world-renowned. Midway through the tour, the guide leads you to Manjiro, a beloved local restaurant where the day's catch from Ishikari Bay arrives fresh at the counter. The set menu features sashimi prepared with the morning's finest seafood, paired with miso soup, rice, and homestyle accompaniments. Lunch is self-paid at the restaurant, with the guide assisting in ordering and recommendations.
❖ Suitengu Shrine

From Sakaimachi the route climbs the historic Foreigner Slope, named for the Meiji-era consular residences that once lined it, up 123 stone steps to Suitengu Shrine. The shrine itself is a quiet hillside sanctuary, but the reward of the climb is the sweeping view: the Port of Otaru, its long stone breakwater, and the wide expanse of Ishikari Bay opening northward. In winter, when heavy snow can close the slope, the guide takes a gentler level route to reach the shrine.

The tour closes at Tanaka Sake Brewery (Tanakasyuzou), the only sake brewery still operating within Otaru. Its 1905 stone-masonry warehouse is designated one of the city's historic buildings.
